Reduced retry interval for event transmission failure

We've improved enhanced the reliability of event transmission by reducing the retry interval from every 6 hours to every 15 minutes in case of transmission failure. implementing a progressive retry strategy.

In the case of transmission failure, the retry interval starts at 15 minutes and increases incrementally by 15 minutes with each subsequent attempt (15 minutes, 30 minutes, 45 minutes, etc.)
